Four Republican Senators voted “no” to pass the Continuing Resolution.
Jeff Flake – AZ
Mike Lee – UT
Rand Paul – KY
Mitch McConnell – KY

Note that McConnell’s vote was a parliamentary strategy. It enables him to more easily bring up the matter again in the future.
